Wichita City Council considers expanding STAR bond district for additional attractions at K-96 and Greenwich

WICHITA, Kan. (KWCH) – The Wichita City Council at its meeting on Tuesday evening is expected to take a final vote on its financing plan to expand an entertainment district at K-96 and Greenwich, adding attractions to accompany Topgolf. In November, 12 News reported that the proposal represents the final phase of development for the area and would amend existing Star Bond district rather than create a new one.

In a nutshell, STAR bonds are are tools for financing large-scale projects without raising taxes by utilizing existing sales tax revenue to repay the city that issues the bonds. In addition to Topgolf, Riverfront Stadium is another notable STAR bond project in Wichita.

At K-96 and Greenwich, planned complex expansion includes a multi-sport athletic facility featuring a 12-court NCAA tennis facility to be owned and operated by Wichita State, a resort-style hotel, a go-kart track, an amphitheater, an ice skating rink and a surfing facility.

The project also includes an interactive baseball facility, similar to Topgolf.

Wichita City Council member Becky Tuttle said she supports the project and what similar initiatives bring to the state.

“So we’ve already seen success in this area. The CID (Community Improvement District) was paid off early in this area. We’ve seen the success… the Department of Revenue with the State of Kansas says this is one of the more successful STAR bonds within the state. So we’ve already seen what initiatives like this can bring in terms of helping attract people to our community,” Tuttle said.

The council has not yet set a date for when the project would be complete.
