Nine European countries including France are holding a summit in Belgium on Monday aimed at scaling up wind power generation in the North Sea. France plans to install dozens of wind turbines off Dunkirk at the edge of Belgian territorial waters, in an environmentally protected area 11.5 kilometres from the coast.
